A new youtube.luac file was released yesterday which can be downloaded from here
As usual after creating it in Notepad it needs to be saved to this location: C:\Program Files\VideoLAN\VLC\lua\playlist
If you're not sure how to create it don't be afraid to ask

hi Hitchiker, I've never used notepad before or created a LUAC, so please bear with me.
I tried to implement the luac but am still not able to play YouTube videos through VLC. Here are the steps I tried:
1) I went to the link you shared and copied the text in its entirety.
2) Then, I opened Notepad as admin and copied the text
3) saved the file to C:\Program Files\VideoLAN\VLC\lua\playlist as youtube.luac
4) opened vlc player
5) tried to play my desired video and failed
am wondering if i did something wrong? thanks!

You can't play videos directly from Youtube you need to create a playlist or point VLC to an existing playlist.
To create your own playlist you first have to create a YouTube channel, that's a simple process. Once this is done you can create playlists and point VLC to the playlists.

Your profile doesn't contain your location Jim, so maybe in your country you're forbidden to stream youtube movies. But I assure you that in the Netherlands where I live there are no such restrictions. I stream movies on yt every night without logging in and without creating a playlist.

I never said there were restrictions, no clue what you mean about my profile, I didn't write any of that.
It just doesn't work. The only URL that works on my machine is a playlist, anything else and VLC closes. Identical to if I paste the following URL. https://wpdh.com/listen-live/
Instead of throwing an error VLC shuts down. Why doesn't it shut down gracefully. I don't have any special configuration, just an Asus motherboard with a RealTek chipset connected to a sound bar via optical cable.
I just tried youtube again video and a movie. Both crash VLC yet point it to a playlist with the same items and it works fine. Using a Playlist is half of what is mentioned in the documentation.

That link has nothing to do with youtube. Not being able to stream music is a different issue entirely. Even so, when I tried to stream it myself vlc didn't shutdown, but displays the wizard as per the screenshot. It's then a question of configuring it correctly.
Maybe what you're doing is copying the link to the youtube site instead of to the video?
I just opened this link to a movie on youtube and it plays without a problem in vlc: https://youtu.be/CTZR65HWmho Here's a pix of it:
